Though opponents many times have stated that COBOL is dead, there are still many vendors around. The number of suppliers seems rather to increase, than to decrease.

COBOL650   A simple and free COBOL compiler. Nice for study purposes.  
COBOL for GCC  A free GNU COBOL 85 compiler. Still under development.  
Fujitsu COBOL V3  After registration free for students. 
OpenCOBOL  Also a GNU COBOL project. Still under development. 
TinyCOBOL   Another GNU COBOL project. Runs on different platforms.
